Objectives OBJECTIVES Objective 1 1. To establish the implications for land use planning of currently identified and predicted impacts of climate change. 1.1 Review, with particular reference to the scenarios produced through the UK Climate Impacts Programme (UKCIP), existing information on impacts of climate change to: i. identify impacts that have a bearing on land use planning, and impacts that may be addressed by adaptation measures facilitated through the land use planning system; ii. prioritise orra nk the impacts of climate change for inclusion in planning guidance with respect to the risk to people, property etc. over a range of time horizons; iii. establish the level of spatial resolution and confidence in the impacts identified in (i); iv. identify any flexible no or low regrets measures that could be included in planning guidance now, in order to build increased resilience to the impacts of climate change; and v. identify any gaps in current knowledge of the i nteraction between clima te change impacts and the natural and built environment that should be addressed and any areas for further work to facilitate the contribution of planning to adapting to climate change. Objective 2 2. To identify the adaptive measures that could be facilitated through the land use planning system. 2.1 Review planning policy and guidance to: i. identify the extent to which climate change impacts and remedial planning measures identified in Objective 1 are al ready covered by planning policyand g uidance, and to what extent these are being implemented at local level; ii. identify any gaps in current planning policy and policy instruments and guidance, and any particular policies that may hinder adaptation to climate change impacts; iii. identify opportunities for adaptive measures to work together for greater effect, and identify any instances where adaptive measures in one area may have adverse effects in another area; and iv. draw conclus ions on any changes to current planningpolicy and its implementation that would facilitate more effective and efficient response to climate change. Objective 3 3. To provide good practice guidance to planners on dealing with the impacts of climate change. 3.1 From Objective 2 identify good practice in adapting to climate change through the planning system, with regard to the spatial level of implementation and integration with other policy areas. 3.2 Set out the appropriate plan ning responses to those impacts identified in Objective 1 wit h reference to the adaptive measures identified in Objective 2. Provide a guide to the planning instruments and policy guidance that may be used to enable the planning system to be pro-active in facilitating sustainable development to adapt to climate change. 3.3 Indicate how the issues related to the impacts of climate change should be addressed in development plans and in determining planning applications. Objective 4 4. Id entify and review the steps the land use planning system hasalready t aken to help reduce emissions of the greenhouse gases that cause climate change. 4.1 Review current planning policy and guidance expressed through PPG, MPG, RPG, relevant guidance in Scotland, Wales and Northern Ireland, and other related policy areas such as EIA, to: i. identify policy instruments which address the need to reduce emissions; ii. assess the extent to which advice is being implemented at the local le vel; iii. identify gaps in advice that may hinder the reduction of emissions, ar eas where further advice is needed, and areas where emission reduction measures could work together for greater effect; and iv. identify any areas where planning goals and emission reductions are in conflict. 4.2 Advise the Department on any changes to current planning policy and its implementation that would facilitate a more effective and efficient response to reducing emissions, identifying: i. whethe r policy and advice on emissions reduction in current planning guidance needsto be up-date d to reflect developments in climate change policy at the national and sub-national levels; and ii. ways in which guidance might be revised or strengthened to ensure comprehensive coverage of greenhouse gas reduction.
Abstract Objective 5 5. Provide a guide for planners to the existing planning instruments and policy guidance that contributes to reducing greenhouse gas emissions. 5.1 The guide should: i. identify planning guidance that contributes towards the reduction of emissions; and ii. include examples of best practice in the practical application of this advice. AIMS - a) ADAPTATION - To establish the implications for land use planning of currently identified and predicted impacts of climate change, identify the adaptive measures that could be facilitated through the land use planning system to lessen the effects of those impacts, and provide good practice guidance on planning for the impacts of climate change. b) EMISSION REDUCTION - To re-visit the steps the land use planning system has already taken to help reduce emissions of the greenhouse gasesthat cause climate change, identify any further steps that may be necessary and any areas where planning policy and emission reduction goals conflict,and provide good practice advice for planners.
